Short answer
Braddish Billings settled here in 1812 and farmed beside the Rideau River. A first bridge, called Farmers Bridge, was built at Bank Street around 1830, and by 1859 both the bridge and the community were commonly known as Billings Bridge.

The current bridge was built in 1916. Billings Bridge village joined the City of Ottawa in 1950, when most of its streets were renamed.
Keep in mind. Wikipedia gives slightly different dates for the first bridge (1830 and 1831) and the current bridge (1915 and 1916).
